美国客商寻求投资项目合作

日前,有美国客商向我处提供了名为“优胜美地国家高尔夫和湿地保护项目”(The Yosemite National Golf and Wetland Preserve project)的投资项目,希望寻求中方投资者合作。该项目的主要信息如下:
THE PROPERTY:
The Yosemite National Golf and Wetland Preserve project is located in Tuolumne County at the southwest quad-rant of the intersection of State Highways 120 and 108. It is approximately 25 miles east of Oakdale and 35 miles from the western entrance to Yosemite National Park on Hwy 120. The property is approximately 553 acres. The current parcel map includes 22 acres on the corner of highways 120 and 108 zoned Commercial-Service. There are thirteen 37 acre minimum lots, zoned agricultural-estate residential (AE-37) that allows the building of two homes on each lot for a total of 26 homes . The balance of the property is zoned Open Space (O and O-1) cur-rently used as grazing land. Additionally, there are 700 + acres surrounding the property that are dedicated perma-nent open space lands. The terrain within the property is generally hilly. There are open grass covered meadows, oak woodland, prominent rock ridges, boulder fields and vernal wetlands. A few seasonal creeks traverse the site.
A prominent rock bluff, known as Table Mountain, ascends approximately 200 feet above the grazing land from the meadow below.
BACKGROUND:
The property has been the subject of development proposals for over two decades. Red Hills Planned Community proposed a development that included 1100 homes on 900 acres, 140 acres of industrial development, 106 acres of commercial, 11 acres for an airport, and 403 acres for a golf course. Tuolumne County approved the EIR for this development, but the owners did not pursue it and amended the plan for Yosemite Estates. Yosemite Estates re-duced the scope to 533 homes, 20 acres of commercial, a 200 room hotel with convention center, restaurant and golf course. This project was also approved and confirmed in court. Yosemite Ranch LLC (“YR”) entered into an option agreement with the owner six years ago and has been working with the county, environmental groups, and governmental agencies to mitigate concerns and plan the development of Yosemite National Golf and Wetland Preserve. In the spring of 2007 Tuolumne County accepted YR’s application for the project’s development.
DEVELOPMENT CONCEPT:
YR has formally applied to the county for the following uses:
a) 120 room hotel
b) 300 time share units of 1400 SF each
c) 18 hole championship golf course
d) 50 single family residential lots of 2 acres each with 10 designated fractional use
e) 20 unit apartment building for staff
f) 10,000 SF golf / maintenance building
g) 6000SF interpretive center with parking
h) 229 acres of permanent open space, restored wetland and wildlife habitat.
YR has listed the property with the offices of Jamie Klein, Desert Resort Realty, of which he is a principal. Mr.Klein has extensive experience in the hotel and timeshare industry. He serves as Vice President of Sales and Marketing in the fractional division of Starwood Vacation Ownership.
Starwood has international resort and hotel properties. Assisting him at Desert Resort Realty is Kent Harrison, one of the country’s premiere sales agents of integral units. He has entered into preliminary discussions with Marriott, Hilton, Starwood, Delaware Corp., and others. All indications are that there is extensive interest in the site after entitlements are received. YR will sell the land upon receipt of Land Use Agreement from the county.
DEVELOPMENT TEAM:
Bo Radanovich, Manager, of Mission Valley Properties, has extensive experience in community development and subdivisions. An experienced land developer responsible for project oversight, he has consulted for such prestigious clients as Gibson Speno Companies, Ryland Homes, Ponderosa Homes, and Kaufman & Broad, serving for six years as the latter’s vice president of Land & Planning. Reporting to Radanovich as Project Manager of YR is Troy Clavern, an experienced golf course designer, and a partner with Couples and Bates, the Western United States golf course development firm.
